Shenandoah City Standards

Shenandoah is its own incorporated city, not part of The Woodlands, and it writes its own rules. Building work runs on the 2021 international codes plus the city Integrated Development Code, permits are filed through My Government Online, and contractors have to carry a million dollars of general liability with the city named. We work to all of it.

The city is small, under two square miles, but the tax base is commercial: sales tax brings in about 70 percent of general fund revenue, and the city’s convention and visitors bureau works with a cluster of hotels along the I-45 frontage. We install commercial turf for those properties and residential turf for the neighborhoods behind them. The site visit and the written quote are free either way.

Protected Trees, Impervious Limits and Sandy Acid Soil

Two rules shape a turf job here more than the soil does. Any tree eight inches across or larger is protected, and its critical root zone stretches out one foot for every inch of trunk. Inside that zone the city limits grade changes to about three inches of cut or fill, and wants hand tools or small equipment. A normal turf excavation goes deeper than that, so we keep the base out of the root zones or apply for the work properly.

The second rule matters most to commercial sites. The city code counts a landscaped area as ground kept predominantly in living plant material. Synthetic turf is permeable, but it is not living, so it is unlikely to earn green space credit toward the 15 to 20 percent a commercial district requires, even though it is permeable. We plan turf as the hard working surface and keep planted beds where the ratio has to be met.

  • Built for hotel and office frontage

    A property that hosts guests every night cannot have a mowing crew running at check-in or a brown patch by the entrance. Turf holds its color through August, takes constant foot traffic, and needs no irrigation window.

  • Tall grass violations end

    Tall grass and weeds is the first item on the city’s list of top code enforcement violations. Turf does not grow, so a vacant unit or a hard to reach strip stays compliant without anyone scheduling a cut.

  • Sandy ground, sensible base

    Most of the ground inside the city has already been cut, filled and built over, so the original soil map matters less here than what a builder left behind. Where natural soil survives it is the sandy, acidic Piney Woods type, mainly the Sorter, Boy, Segno and Westcott series. It excavates cleanly, but it holds a perched layer of water 12 to 32 inches down from December through March. That is the layer your base has to drain to, so we set the grading and the drainage lines for it.

Does artificial turf count toward Shenandoah landscaping requirements?

Probably not, and you should plan around that. The city code describes a landscaped area as ground kept predominantly in living plant material, and the landscape surface ratio is measured on permeable landscaped surface. Turf is not named either way in the code. On commercial sites we lay out turf alongside planted beds so the required ratio is still met, and confirm the reading with Community Development first.

What does a commercial turf project in Shenandoah involve?

How much maintenance does artificial turf need?

A rinse now and then and an occasional cross-brush of the high-traffic paths. No mowing, no watering, no fertiliser, and no seasonal brown-out.

Will the turf get too hot in the Houston sun?

Turf runs warmer than a natural lawn in direct sun. We specify cooler yarn and lighter infill where a yard gets full afternoon exposure, and a quick rinse brings the surface temperature straight back down.

How much does an artificial turf installation cost?
