Bellaire tells residents plainly that the entire community is susceptible to flooding, not only the structures inside the mapped Special Flood Hazard Area. The city takes water two separate ways: backwater off Brays Bayou to the north, and local rain that outruns the storm sewer. Both hit at once during Harvey in 2017, when roughly two thousand Bellaire houses flooded. The Cypress Ditch flood mitigation program, a $110 million project, broke ground in May 2026 after decades of the same fight.
Bellaire regulates residential drainage under Chapter 9 of its own code. On residential construction, a Texas-licensed engineer has to check the as-built survey against the approved drainage plan before the certificate of occupancy is released. Whether a turf-only job reaches that review depends on your scope, so call Development Services before you plan anything that changes site levels.
